Can you come up with your patch based on second solution?
bq.What about checking whether region in regionsInTransitionInRS when call 
getRegionInfo for verifyReionLocation? If so, it must not in other 
regionserver, we could wait.
Here am not sure again how long to wait and how much to retry?
