Release Note: Since 2.4.0, deprecated all master carrys regions related
methods(LoadBalancer,BaseLoadBalancer,ZNodeClearer) and
configs(hbase.balancer.tablesOnMaster,
hbase.balancer.tablesOnMaster.systemTablesOnly), they will be removed in 3.0.0.
