Oh, in maintenance mode we need master to carry system tables, at least to
carry meta regions otherwise there is no way for us to fix the cluster.
Then it is not easy to undo HMaster extends HRegionServer.
Or a possible solution is to start an in process HRegionServer in maintenance
mode?
What do you think [~stack]?
