Moving out of 2.4.

I can check this manually when reviewing the bits for 2.4.0 RC0. I don't think 
missing executable bits are sufficient to sink a release though. I agree it is 
inconvenient. I can fix this by hand and repack tarballs before calculating 
checksums on those tarballs unless someone finds that objectionable. (And 
agreed up front that is not a real solution.)
