Ok. Changed my mind. No big refactor here though it needed. Let me just add the
one-liner that makes this test pass reliably again (was trying to set up an rpc
stub though we are explicitly trying to do w/o a master in this test.... Was
missing no-rpc guard around new added quota check added by HBASE-23082).
