Went through the code path about how AsyncSingleRequestRpcRetryingCaller 
handles errors and retries, I think in reality, adding logic to try with 
another meta replica region after multiple retries (15 as the default) does  
not make too much sense. Unless there is something fundamentally wrong, it will 
succeed with the selected meta replica region. At the other hand, after 15 
retries (after a long time), it would be better to report the failure to the 
caller.

I am going to resolve it as unimplemented for now.
