[~anoop.hbase] I just tried to test client without codec scenario by running 
test TestScannersFromClientSide.testScanRawDeleteFamilyVersion() and indeed 
when we override *hbase.client.rpc.codec* and *hbase.client.default.rpc.codec* 
both with empty string, code path that we are concerned about i.e both 
ProtobufUtil.toCell() methods that are modified with this Jira are executed as 
part of proto conversion.

[~shahrs87] you can try running above test to debug further.

Let me revert commits in the meanwhile.
