Summary: Print split policy in use on Region open (as well as
split policy vitals)

On Region open, add to the open message the split and flush policies in place;
they are printed no where else. For split policy, list vitals like split size
for the Region; for the likes of ConstantSizeSplitPolicy there can be high
variance in size so dump out what we've figured.
