Description: Basically, I think we can use KeyPrefixRegionSplitPolicy and
DelimitedKeyPrefixRegionSplitPolicy along with other split policies. In this
Jira, we will support specifying a base split policy class in
KeyPrefixRegionSplitPolicy and DelimitedKeyPrefixRegionSplitPolicy to use them
