[~reidchan] - there are about half a dozen flappers that failed at least once 
for me (plus the long-running integration tests which eventually failed with 
timeouts), but I don't know of any others that consistently fail. The flapper 
list in the exclude list of the Jenkins test runs looks quite long. 

I had expected there to be more work stabilizing flappers before release. I'm 
curious what the threshold for release is considered? What was the state of the 
tests when we released 1.6?
