OK, so the problem is that, for 2.3.0, we will not try to add new column 
families automatically when meta is assigned to a new region server?

But anyway, for this specific case, usually we will not read the ‘table’ family 
at region server side, so upgrading region server first is still fine. Then we 
need to find a way to deal with the missing family at master side.
