BSD-3 clause is great because that means [we need to add a note in the LICENSE
file only|https://infra.apache.org/licensing-howto.html#permissive-deps].
You can see an example here for how we reference jQuery in our top level
LICENSE (it's MIT, so similarly does not appear in NOTICE)
