This is a note for folks watching this jira or generally interested in the 
"split meta" feature work. The work is currently on indefinite hold because 
attempts to reach consensus have broken down. Committers if you believe you 
have consensus to commit something related to this work please touch base with 
private@hbase prior to sending the changes into the master branch or any 
release train branch.
