Hey Duo, just curious if this means that we'll lose the ability to update
configuration of HMasters once the RegionServer decoupling is merged. I'm not
sure I parse your comment above, so wanted to make sure. It's an important
feature for us, though less critical once
https://issues.apache.org/jira/browse/HBASE-26252 lands since we mostly use it
for balancer config updates.
