[~wchevreuil] I think the code for region based tracker are in the PR of
HBASE-25395?
I think part of the difficulty here is how to pass a Connection instance down
to the StoreFileTracker level? And the original PR seems to use a separated
system table to store the list, do we want to use hbase:meta directly? Or still
a new system table?
