Let's see the result for UTs. Will add UT for verifying the newly introduced BootstrapNodeManager for large cluster. The final algorithm is very simple, as I noticed that, if we can not get enough live region servers from master, it usually means the cluster is small, so it is not a big deal to go to master frequently as it will not put too much pressure on master since we do not have too many region servers.
