Description:
HBASE-21957 reserved a {{BucketEntry}} ctor which has no {{RefCnt#recycler}},
and when {{BucketCache}} restores from a persistence file, it use this
{{BucketEntry}} ctor. After
{{HBASE-21957}}, {{BucketEntry}} is freed through {{RefCnt#recycler}} , so this
no {{RefCnt#recycler}} {{BucketEntry}} could not freed even if corresponding
{{HFileBlock}} is evicted from {{BucketCache}}
