I refactored the changes of #3730 and this PR to make this one smaller and collect all of the the changes for plumbing `Configuration` through to block encoder and decoder contexts over on #3730, so they are all in one place. The changes on #3730 have been tested for this one. Custom dictionary specified in table schema works as advertised.
