As mentioned in that HBASE-5337 now when we start updating the timers at
different times if suppose we introduce timeoutmonitor again to a lower value
like 5 min then the update timers overall does not help becuase it delays the
timeout monitor from acting after 5 mins. Just adding this so that later if we
try to bring back the TM then we have to recheck this.
