To solve this
1. Move the writing of the DataBlockEncoding meta data into HFile.Writer
2. This needs change in the signature of
HFileDataBlockEncoder#saveMetadata(StoreFile.Writer storeFileWriter)
tosaveMetadata(HFile.Writer writer)
Will give the patch by tomorrow.
