I've linked HBASE-18760, where we use the trick '-Dtest=NoUnitTests' to skip
all the UTs but now, surefire has introduced a
'surefire.failIfNoSpecifiedTests' so by default if we match nothing then the
build will fail.
I've simply changed the '-Dtest=NoUnitTests' to '-DskipTests'. Shout if there
are any other considerations of using '-Dtest=NoUnitTests' . [~busbey].
