Thanks [~stoty]. Based on the current state of this issue I've proceeded with 
2.4.12RC0. I think there may have been a behavioral change in HBase that is a 
bug fix there that has consequences for Phoenix code which made some 
assumptions about prior behavior. Should this turn out to be more involved we 
can certainly commit a bug fix for the analyzed issue and make another release.
