I guess it may be related to HBASE-25983.
In hbase-testing-util, we introduced some new testing utility classes which
refererence classes in test-jar, it will fail the javadoc generating when using
jdk11. I guess using jdk8, the generating will also fail but it will not fail
the job so we didn't catch it before?
