Ah, seems our current MultiRowMutate operation can not fully support the
claimQueue operation. Here we not only need to remove a row and add a row
atomically, but also need to use CAS to make sure that, only one process can
remove the row.
Anyway, not a block for implementing a POC, we can add the support later,
should be a general enough requirement.
