In both SSH and rebuildUserRegions we try to Scan META. 
So if there is no META are we not waiting till it is available (Correct me if 
am wrong here)? 
So that any way the SSH for META or SSH for ROOT will do splitlog right?
Also on seeing the scenario that you are saying and with my queries(doubts) 
above i felt there could be double assignment may be.  I will once again go 
thro this place and see what happens..
