I agree with the first modification, I'm not sure for the 2nd one. I will
suggest "The balancer is a periodic operation run on the master to redistribute
regions on the cluster."

I think this one is correct. It says "$ ./bin/hbase hbck" will effect some
repairs if the cluster is inconsistent.
