Summary: graceful_stop.sh should support specifing server port

Right now the graceful_stop.sh script just support specify server hostname,
while RS are not necessarily deployed with default configuration, the script
is unavailable in this situation.
graceful_stop.sh is based on org.apache.hadoop.hbase.util.RegionMover, the code
of RegionMover support specifing port.
