[~apurtell] a quick update here -- I'm working on collecting some performance
numbers to assess the impact of this patch and also of the patch for
HBASE-27155. I'd like to determine if either of these patches has an impact on
region server performance when tracing is disabled. Setting up the test
environment has been slow-going. As of now, I'm expecting that I won't have any
results before RC1 on Friday.
