   Not really, in fact an SCP triggers a TRSP which will call `queueAssign` at 
some stage. Often, this point is reached before the region's previous hosting 
RS is back online, so even with the retain assignments flag set to true, the 
region ends up on a different RS. With these extra configs, we force another 
wait until the previous RS is back online (and retainment can be fulfilled) or 
the wait threshold is reached.
