* Will set HBase to be 2.4.16 (latest stable 2.4.x:
[https://hbase.apache.org/downloads.html)|https://hbase.apache.org/downloads.html]
* HBase 2.4.16 still builds with Hadoop 3.1.2. So we can compile against that.
(Although [https://hadoop.apache.org/releases.html] lists 3.2.4)
* For Spark will set to 3.2.3 (See [https://spark.apache.org/downloads.html])
Created HBASE-27680 for same. Also, please let me know if we want to set hadoop
to 3.2.4.
