I'm OK with backporting this change to branch-2 since all related classes are
IA.Private. But IIRC the changes here depend on other changes as well, like
removing ClusterConnection, so I'm not sure if this can be done cleanly on
branch-2.
And we should also consider the opinion of [~stack]?
