Bryan Beaudreault resolved HBASE-27798.

Release Note: When throttling quotas are enabled, clients will now respect
the wait interval sent along from the server in the RpcThrottlingException. As
a result, in these cases retries will backoff differently from your normally
configured pause time/schedule to respect the throttling dictated by the server.
Resolution: Fixed
