To avoid potential issues, the current version does not allow modifications
without reopening regions for the following:
1. Changing region replicas is not allowed.
2. Modifying coprocessors is not allowed.
3. Adding or removing Column Families (CF) is not allowed.
4. Modifying CF properties is not allowed.
