This is currently testing a test cluster setup of about ~10 million regions.
"hbase pe --nomapred=true metaWrite 1" setup step writes ~1GB (10485760 total
rows) of region location entries directly to the meta. The performance
evaluation tests "hbase pe --nomapred=true metaRandomRead 10" launches 10
threads which read a slice of 1048576 of these fake region locations one after
another via "RegionLocator#getRegionLocation".
