After Reading HBASE-28065 , i think it can fix the problems of "Passed in 
onDiskSizeWithHeader=XXX != 33" . I guess that split the cluster just like 
reassign all regions and rewrite onDiskSizeWithHeader to header. Maybe it is 
the reason that the exception not happen recently

Thanks [~ndimiduk] again, we will pay attention to our hbase service
