The config of "hbase.locator.meta.replicas.mode" can surpass switching off
reading from meta replica by "hbase.meta.replicas.use".
UTs by setting hbase.meta.replicas.use=false and
hbase.locator.meta.replicas.mode=LoadBalance can recur the problem.
