Review Comment:
   Sounds good, I just pushed a change which does the following:
   1. each reopen proc will start with a batch size of 1
   2. the batch size will double after each confirmed batch (until we hit our 
max)
   3. our tests confirm the intended batching behavior, and that each region is 
only opened once
