Is this so? The restarted RS will have a different startcode/ServerName?
bq. I think we should check if a rs is online, and the regions are opened on
the rs too.
Probably no harm. What if a 1k cluster w/ each server carrying hundreds of
regions. What you think? It might take a little while doing this step. Would
that be a prob?
