Attached patch which is based on my suggestion at HBASE-4050.
NOTE: Haven't changed added by HBASE-4050 classes.
NOTE: Added ability to create unit-tests for MetricsSources and added simplest
unit-test for MasterMetrics.
NOTE: I know that this patch changes committed approach from Elliott's patch at
HBASE-4050. Please refer to my last comments at HBASE-4050 for reasoning.
Again: I will be completely OK if you turn down my suggestion. Just wanted to
share thoughts in which I saw some benefits.
