Currently, checkQuota exists in RegionServerRpcQuotaManager. I don't think we
should expose that whole class. Instead we can extract the checkQuota methods
into a separate interface which RegionServerRpcQuotaManager implements, and
just expose that interface on the RegionCoprocessorEnvironment.
