Can you take another look at https://github.com/apache/hbase/pull/5636 patch
[~zhangduo] and [~nihaljain.cs] ?
As a reminder, this patch disables the source plugin in modules without
sources, but does not disable test JAR creatin in modules that have some
sources, but no tests.
