I'm not sure if this should go back to patch releases. I've merged the branch-2
and branch-3 backports, and have cherry-picked it to branch-2.6. I'm trying to
audit our fixVersions to ensure that anything with 2.6.0 fixVersion exists in
branch-2.6.
I don't think we're doing 2.4.x releases anymore, so I removed that fixVersion.
[~apurtell] do you want this in 2.5.9? If so, we can cherry-pick and resolve
as-is. Or we can remove that fixVersion and resolve.
