The time-based priority caching is dependent on the date-tiered compaction that 
structures store files in date-based tiered layout. This Jira tracks the 
changes are needed for the integration of this compaction strategy with the 
data-tiering to enable appropriate caching of hot data in the cache, while the 
code data can remain the cloud storage.
