Release Note:
In RegionCoprocessorHost and RegionObserver, these methods are removed
preWALRestore
postWALRestore
Change the removal time of prePrepareTimeStampForDeleteVersion from 3.0.0 to
4.0.0 as VisibilityController still needs it.
