Yes, we cannot disable flush procedure at client side in current hbase.
Setting hbase.flush.procedure.enabled to false on hbase-site.xml, and then 
starting hbase cluster, then starting hbase shell, In this case, I believe it 
is globally disabled flush procedure,including client,What about you?
So i think we can expose this configuration to the client so that it have the 
ability to know if we have disabled this configuration at client side.
