Description:
HBase-rest uses thirdparty jax-ws.
The only thing requiring unrelocated JAX-WS is hbase-it. (and probably even
that could be replaced with the thirdparty version)
There is no need to ship jax-ws in the assembly if we don't ship hbase-it.
