[~stoty] Or alternatively make the inclusion of hbase-external-blockcache into
the build something done conditionally in a non-default Maven profile. We can
also do that for hbase-rest, hbase-thrift, hbase-examples, ... then if someone
doesn't want any of such decided unnecessary bits in the resulting binary
distribution, they will be excluded by default and only included when the
profile is enabled.
