Description:
Master UI is unavailable when there is an exception during Table Creation.

A Retrying intermittent Exception occures at step:
CreateTableProcedure#CREATE_TABLE_ADD_TO_META, which causes master UI to be
unavailable till the time out or the intermittent issue is resolved ..
