Description: The ReopenTableRegionsProcedure only could be submit by
ModifyTableProcedure/ModifyPeerProcedure/RegionsRecoveryChore, sometimes, i
want to reopen regions to reopen the file stream(When removed some DateNodes
node from the cluster), should us to support to trigger it by client side
