I have added reason for usage and failure in each tests as comments. Please
check tests. We definitely need this.
Another point I have is instead of cherry-picking should we allow for all
[UriCompliance.LEGACY](https://javadoc.jetty.org/jetty-12/org/eclipse/jetty/http/UriCompliance.html#LEGACY)
We need to do following instead of passing a cherry-picked set.
